Gov. Pat Quinn filled out his top staff Wednesday, including naming a former top Blagojevich aide to oversee the big federal stimulus package Illinois will be receiving from Washington.

Gov. Pat Quinn filled out his top staff Wednesday, including naming a former top Blagojevich aide to oversee the big federal stimulus package Illinois will be receiving from Washington.

Quinn announced the appointment of a dozen staff members, many of whom are elevated from similar roles when he was lieutenant governor. Quinn has slowly made personnel announcements since taking over for impeached Gov. Rod Blagojevich Jan. 29.

Jack Lavin will serve as chief operating officer under Quinn. Lavin has served since 2003 as Blagojevich's director of the state's Department of Commerce and Economic Opportunity and will direct the billions of dollars Illinois will receive in federal stimulus money.

Jay Stewart, former executive director of the Better Government Association, will serve as a senior lawyer to Quinn. He fought with the Blagojevich administration over access to public records.

Other appointees are:

Carolyn Brown Hodge, deputy chief of staff. Hodge has been a top aide in Quinn's lieutenant governor office.

Simone McNeil, director of operations. McNeil directed day-to-day operations in the lieutenant governor's office for six years.

Bob Reed, director of communications. Reed was a journalist in Chicago before joining Quinn's lieutenant governor staff last year.

Michelle Saddler, director of policy. Saddler worked in the treasurer's office and then as an investment pool manager for Illinois cities.

LaDawn Burnett, senior policy advisor. Burnett was a top aide to Quinn in the lieutenant governor's office.

Kate Tomford, director of sustainability. Tomford was a top aide to Quinn in the lieutenant governor's office.

Cory Foster, director of community affairs. Foster served in a similar role in the lieutenant governor's office.

Jennifer Hoelzle, director of scheduling and advance. Hoelzle was a top aide in the lieutenant governor's office.

Sean Vinck, chief legislative counsel. Vinck served in the same role in the lieutenant governor's office.

David Vaught, senior adviser to the governor. Vaught previously was a key adviser to Quinn when Quinn was state treasurer.
