Northstar Asphalt is receiving a $166,711 contract for resurfacing in Hartville.

KEY ACTION: Council awarded a $166,711 contract to Northstar Asphalt for the resurfacing of Sunnyside Street, from Grand Trunk Avenue west to Market Avenue.

DISCUSSION: Councilman Jim Sullivan said the village received five bids, Northstar being the lowest and best bid, adding that an alternate bid for resurfacing on Grand Trunk came in at $67,000, “Well above our allotted amount this year,” Sullivan said. Council later approved a $30,000 general fund appropriation to cover a portion of the Sunnyside Street project.

OTHER ACTION


 Approved the five-year renewal of the village’s agreement with Stark Soil and Water to perform duties such as permitting, site inspection, cleanup and investigation of emergencies such as chemical spills and illegal dumping, and public education.
 Approved the 2019 village employee health insurance plan with Anthem, with a 4.6 percent increase over 2018.
 Replaced the village’s ordinance establishing a rental rate for village hall, highlighting that there is no alcohol permitted and that the hall is available to any private or community group. The $150 hall rental fee was not changed. Solicitor Ron Starkey noted that the ordinance was last updated in 1994.
 Accepted a $30,200 bid for a 2.7 acre parcel of village owned property on Reichenbach Street. The village had solicited bids on four parcels, totaling approximately nine acres. Council voted to reject the bids on the remaining three properties
 Established a sick time/retirement reserve fund and appropriated $25,000 to the new fund.
 Approved a $44,780 purchase order for new windows at Village Hall.
