NEW FRANKLIN  The Manchester Board of Education approved a three-year contract with the Ohio Association of Public School Employees, representing all part-time and full time classified employees of the district, during a special meeting June 29.

The contract grants a 2 percent pay increase each year of the contract, which runs from July 1, 2017, through June 30, 2020.

Classified employees are educational aides and those in clerical, transportation, food service and custodial/maintenance.

The board and Ohio Association of Publice School Employees (OAPSE) began negotiations in the spring of 2017, said Manchester Local Superintendent Dr. James Robinson. The contract does not represent the certified (teaching) staff, he said.

The contract was approved unanimously by the Board and OAPSE. 

"Negotiation sessions were very smooth and amicable between both parties and consensus by the negotiating teams on issues dealing with language changes were addressed very professionally," Robinson said.

In other business during the special board meeting, the board approved final appropriations for fiscal year 2017 in the amount of $18,775,426 and also approved temporary appropriations for fiscal year 2018 in the amount of 6,197,515.

"This has to happen every year at the close of the fiscal year which is different than everyone else’s calendar year that begins in January," Robinson said. "The transfer of funds to close the fiscal year 2017 were very ordinary as school districts cannot end in the red and need to make sure all accounts in the district are balanced - and they are, "he explained.

In other personnel action, the board the following three year contracts: Kimberly Oberlin, district EMS Coordinator/district curriculum secretary; Karen Selzer, administrative assistant to the superintendent; and Gina Taylor, assistant treasurer.
