To make up for last week's BlackBerry outages, Research in Motion is offering affected customers $100 in free apps and a month of free tech support. Also, reports have started to surface that car accidents declined at least 20 percent in Dubai and Abu Dhabi during -- some say, because of -- the outage that ceased drivers' ability to text.
