KEY ACTION Mayor Dick Norton formerly withdrew the fact finder resolution regarding the union contract agreement between the city and the city’s service and clerical employees.
DISCUSSION The AFSCME Ohio Council 8, Local 2714 and the city could not come to an agreement regarding health benefits and pay so fact finder Robert G. Stein was brought in as a mediator to review contract negotiations. But what Stein presented was rejected by Local 2714 by a single vote Aug. 26 so Norton formerly withdrew the resolution.
“We will sit down with the union and negotiate and see if we can come to terms,” said Human Resource Manager Jeanne Greco. “The two issues that the fact finder reported on are the two issues (employee health benefit contributions and wages) that we will continue to talk about.” Greco and Norton said a time line has not been set yet regarding new negotiations.
The union proposed a first-year employee health benefit contribution of 6 percent, second-year contribution of 10 percent and a third-year contribution of 10 percent. The union also proposed a 3-percent annual wage increase for each year of the contract.
The city proposed a first-year employee health benefit contribution of 10 percent, second-year contribution of 12.5 percent and a third-year contribution of 15 percent. The city was proposing a 1.5-percent wage increase for each year.
Stein proposed a first-year employee health benefit contribution of 6 percent, second-year contribution of 8 percent and a third-year contribution of 10 percent. Stein proposed a 2-percent wage increase for each year.
OTHER ACTION Council President Dave France asked the Law Director Stephen Pruneski to write a resolution that would abolish the council position of “pro-tem.” Currently the position is held by council member Chris Humphrey. The position is used as a meeting leader if the council president or vice president is absent. “If you look at our city charter, the ‘pro-tem’ is not even mentioned,” France said. “There is no such position in the charter. If you go to council rules, it is listed and that was done through a piece of legislation that was adopted in 1994. Each year at our organizational meeting, we meet and we appoint a president, vice president and a pro-tem, and the pro-tem position is just to serve in case we have a meeting and the president and vice president aren’t available.”
