KEY ACTION Passed a resolution that sets the 2013 operating budget at more than $33 million.
DISCUSSION Councilman John “Skip” Summerville explained that the budget for 2013 is $3 million less than the operating budget for 2012.
OTHER ACTION
• Approved the reappointments of Jeff Noble to the Design Review Board for a two-year term and Jerry Alcessia to the Civil Service Commission for a six-year term.
• Approved Mayor Dick Norton’s appointments of Matt Aloisi to the Board of Zoning for a five-year term and Dwight Yoder to the Planning and Zoning Commission.
• Norton appointed James Schweikert to the Historical Preservation for a three-year term and reappointed John Warmus to the Design Review Board for a two-year term.
• Service Director Randy Monteith explained the real estate project the city and Table for Life have agreed to. Table for Life wants to purchase the Belden Lodge at Southgate Park and its surrounding nine acres from the city for $600,000 to convert the lodge into a gourmet restaurant and winery.
The city will carry the 20-year mortgage on the property at a rate of 3.25 percent. The project has to go before the Planning and Zoning Commission on Dec. 19 to be recommended for a special-use permit. If it gets a recommendation, the special-use permit would come before council to be approved.
• Passed on first reading a measure authorizing the city to renew its contract with the legal defender’s office of Summit County Inc. for 2013. The contract covers residents who are arrested and in need of an attorney at a cost of $160 per hour.
• Awarded a contract for the Spade Road storm water improvement project to Rudzik Excavating at a cost of more than $290,000.
• Awarded a contract to Perram Electric for the 2012 S. Main Street and W. Nimisila Street traffic signal improvement project at an approximate cost of $70,000.
• Awarded the Boettler Park restroom project to St. Clair/Pavlis Group at a cost of approximately $338,000. The project will include a new restroom at Boettler Park and an addition to the existing restroom.
• Awarded a contract to Vizmeg Landscaping for the East Liberty Park baseball fields improvement project at a cost of approximately $367,000. The project will add two youth baseball fields. Construction is expected to start in 2013, with the fields being ready in 2014.
• Monteith reminded residents that winter is approaching, so they should make sure roads are clear of sports equipment and trash cans so plow crews can remove snow. He also reminded residents the city has the authority to issue parking bans when snow accumulation is more than 2 inches.
