Eight South African police officers accused of dragging a man behind a police van have been arrested, CNN reports. Video of the incident show a man handcuffed to the back of a police van as it drives through the street. The van picks up speed as the crowd surrounding it chased and screamed at the van. The man, identified as a Mozambican cab driver, later died in a police cell from head injuries. The South African acting police minister said tough action would be taken against those involved, and called for a speedy, independent investigation.
