HARTVILLE  A March 13 planning commission recommendation to conditionally approve a planned project at the Lincoln Square Apartments was tabled by village Council at its March 20 meeting.

Councilman and planning committee chairman Jeff Kozy said he believed some parts of the preliminary site plan should be further reviewed and discussed by council and the village engineer before approving the planning commission recommendation.

Kozy went on to say that certain parts of the project, such as electric, drainage, and asphalt-depth plans, had yet to be presented by the applicant.

"(The project calls for) turning greenspace into asphalt," he said. "I just felt it’s a good idea for us to discuss this one a little more."

Residential sewer repair insurance

Council also heard a presentation by Utility Service Partners about the company’s opt-in program that both educates residents’ on maintenance responsibilities related to residential sewer and water lines, and offers repair cost assistance for such repairs.

The program also offers a municipal revenue sharing component with the village.  Council took no action on the proposal at the meeting.

Other actions

- Council also approved the renewal of the village contract with Varney, Fink and Associates to act as the village fiscal officer.

- The Federal Emergency Management Agency’s multi-jurisdictional hazard mitigation plan for the village was approved. Solicitor Ron Starkey explained that each county in the nation must approve a plan and each entity within those counties must accept it, per federal law.

- Following an executive session, council members also approved a contract with Dave Broemsen, not to exceed $5,000, for surveying services at three parcels in the village’s industrial park. Councilwoman Bev Green recused herself from portions of the executive session discussion due to a potential conflict of interest.
