New Franklin city council passes 2012 budget at June meeting

Another summer city council meeting ended quickly Wednesday in New Franklin.

Council members unanimously passed two resolutions and one ordinance with councilman Terry Harget absent. The first was a resolution to renew the Summit County Intergovernmental Memorandum of Understanding for Job Creation and Retention and Tax Revenue Sharing.

The memorandum is designed to create collaboration amongst communities throughout the county to attract and retain businesses and jobs, it read.

Twenty-one of 31 Summit County communities have already entered into the agreement, council members said. The city has signed on to the memorandum “for several years.” though some revisions were made to this year’s version.

OTHER ACTION
Council members also passed a resolution to adopt the annual operating budget for 2012 and an ordinance to establish a special event permit procedure in New Franklin. Council had discussed the ordinance since it went into its first reading at the May 2 meeting.

The ordinance was rewritten for Wednesday’s meeting to make sure to exclude “minor” events like birthday parties from regulations, councilman Harry Gehm said.
Permit procedures are designed to apply to car shows, festivals, carnivals and “anything that will require [the group] to give the city adequate information to provide emergency services,” Gehm said.

Council members also changed the permit application fee to $50 from $100, and agreed that Mayor Al Bollas has the authority to waive the application fee.

Council members asked for additional time to discuss an ordinance to facilitate the effective reutilization of nonproductive land in the city, the ordinance read.

Bollas reminded residents that the Portage Lakes fireworks will be held at 10 p.m. tonight with a rain date of Tuesday. He also reminded residents of Fire Department Chief Perry Surgeon’s retirement ceremony and celebration, scheduled to be held from 5-7 p.m. July 12 at the Franklin Park Civic Center (Tudor House).

Bollas said the Magic Cruisers Car Club will hold a classic car show from 1-5 p.m. July 15 at the Tudor House. Call 330-644-2015 for additional information.
