Key Action: Minister Dean Miller of Hartville Church of Christ addressed council and administration regarding the recent passing of weekday sales of liquor at Giant Eagle. Miller said he is concerned and feels other residents are concerned as well.
“I just wanted to express concern about the sale of alcohol in the village,” Miller said. “You know we don’t have to be like every place else. As a matter of fact, us not being that way has made us special and has caused people to be drawn to this area either to spend their money from other places where they live or to even come to live here. The sale of alcohol is very commonplace in our culture, but that doesn’t mean it has to be available everywhere. And we are naïve if we think that this isn’t going to put extra stress and extra work on our law enforcement people.”
Discussion: Miller asked council if the Village of Hartville was previously a “dry” village due to tradition or by an ordinance. Village Solicitor Ron Starkey explained that a local ordinance by Hartville to ban alcohol would have no effect, because that is beyond the council’s jurisdiction.
“The village residents deserve to know who the leaders of the village are and where they stand on numerous issues,” Miller said. “And this is an issue that has created some concern. Do the people of the village know what you prefer and where you stand? I think the village citizens deserve an answer to that question. And I don’t think any individual in a leadership role in a community like you all have has any right to hide your preference in regards to some of these critical issues that influence a community.”
Mayor Richard Currie and council member Ed Tucker told Miller that council as a whole can only express views about an issue over which it has control.
“As far as where I stand as a council person, I am not ashamed at all to say...Somebody has to ask me where I stand,” Tucker said. “Even though we are a council, we still have state laws. But as an individual, I can voice the way I feel, and I think that goes for all of us.”
Other action:
• Hartville Village Fire Chief Richard Kamerer has concerns he would like council to consider. He would like to address standards with regards to fire hydrant connectivity and sprinkler systems and would like to see lockbox security boxes at commercial and industrial locations for the fire department to have access to in the event of an emergency. Currie directed Starkey to discuss the issues with Kamerer for possible future legislation.

• Passed a resolution opposing the passage of HB-601 by the Ohio General Assembly, which proposes uniformity for municipal income tax in the form of unfounded mandates and a substantial loss of revenue.
• Passed a resolution authorizing the mayor to enter into an agreement on behalf of the village with the Stark County Sheriff’s Department for police dispatching services from Jan. 1, 2013 through Dec. 31, 2013.
• Passed a resolution authorizing the mayor to enter into an agreement on behalf of the Village with Integrity Group Services, or IGS, for cleaning services for the village hall in 2013.
• Council, Currie and Starkey went into an executive session to discuss two personnel matters and a possible litigation issue. No action was taken after the executive session ended.
